Unable to set time

I'm on EST but the time of this phone is 13 hours ahead.

I'm unable to set the time to the appropriate time zone or at least the hour It's detrimental for setting alarms and events.

Can flashlight be turned on from the programmable key without needing to have the phone turned on?
